Put the onions, garlic, and chopped ginger into a blender and grind to a fine paste. Add the ground spices and mix well. Smear the cubed beef with half the paste and sprinkle salt over it. Leave to marinate for 15 minutes and set the rest of the paste aside.
Heat half the oil in a heavy skillet and add the rest of the onions and the beef.
Cook for about 5 minutes, stirring. Remove from the pan with a slotted spoon and set to one side.
Add the rest of the oil to the pan and stir fry the green chilies with the rest of the paste for 5 minutes over a medium heat.
Put the beef and onions back in the pan with ½ cup of water. Cook for 3 minutes over a high heat.
Add some salt and simmer for 10 minutes, stirring now and then. Add more water if it seems to be drying out.
When the beef is cooked, serve it with boiled rice, salad and some fresh red chilies on the side.
